The Belgian international scored against Hungary last night at EURO 2016.
The offer was made by Steve Parish directly to Marseille President Vincent Labrune and the fee mentioned above is excluding bonuses and the inclusion of a percentage of any sell-on fee.
The player himself has not agreed terms with Crystal Palace and the offer comes as a surprise to his entourage, according to sources contacted by GFFN.
Juventus and West Ham United have both made concrete offers, but neither has satisfied Labrune sufficiently.
Atletico Madrid and Tottenham Hotspur remain in the race for the player, but have yet to agree a fee.
More undoubtedly to follow in the coming hours… the race has reached a critical point.
